Gill studied modern languages at Bedford College, London. She then worked in various private and public sector organisations in human resource and industrial relations roles. She returned to academic study 1995-1997 with a Masters degree in HRM and Industrial Relations at the University of Hertfordshire, where she also completed a doctoral thesis.
